Francis Kalassa currently serves as the Provincial Director of Taxes (Directeur Provincial des Impôts) for the Lualaba Tax Directorate (DIL) under the Ministry of Finance of the Democratic Republic of Congo. In this capacity, he oversees the region’s fiscal administration, ensuring effective tax policy implementation, revenue collection, and institutional accountability in line with the province’s economic development goals.

He holds a Licence en droit (Law degree) from the Université de Lubumbashi (UNILU), one of the country’s leading institutions in legal education. With a background rooted in public service and legal expertise, Francis Kalassa brings strategic leadership and a commitment to modernizing the tax system in Lualaba Province, promoting transparency, compliance, and equitable revenue management.
