A journey of transformation-from creation to modernization and service excellence
In response to the national decentralization reforms and the creation of new provinces, the Direction des Recettes du Lualaba (DRLU) was established by Provincial Decree No. 2016/GOUV/PLBA/019 dated September 10, 2016. This marked the beginning of a structured and autonomous fiscal institution dedicated to the financial development of Lualaba.
DRLU’s mandate covered both tax and non-tax revenue mobilization. It was tasked with assessing, auditing, recovering, and managing revenue-related litigation on behalf of the province. The decree was signed by Governor Richard Muyej Mangez Mans and co-signed by Vice-Governor Fifi Masuka, who would later become the Governor of Lualaba.
The Lualaba Tax Directorate (formerly DRLU) has undergone significant milestones since its creation in 2016. Here are three major moments that shaped its foundational identity:
Creation of DRLU in 2016
On September 16, 2016, the Lualaba Revenue Directorate (DRLU) was established to manage provincial tax and non-tax revenues. Its role was key in supporting the new province’s fiscal autonomy.
Legal Framework and Governance
Provincial Decree No. 2016-GOUV-PLBA-019 provided the legal foundation for DRLU’s operations, focusing on transparency, accountability, and effective public finance management.
Early Administrative Milestones
Led by appointed provincial executives, DRLU laid the groundwork for internal control systems, taxpayer registration, and institutional credibility across Lualaba.
To further strengthen the province’s revenue management and ensure more specialized and transparent service delivery, Provincial Decree No. 2024-GOUV-PLBA-043 of August 2, 2024, restructured DRLU into two autonomous financial bodies with dedicated mandates:
Lualaba Tax Directorate (DIL)
Exclusively responsible for tax revenues, including income tax, property tax, and business levies. DIL’s role is to maximize tax collection efficiency and taxpayer compliance across the province.
Lualaba Non-Tax Revenue Directorate (DRNOFLU)
Handles provincial non-tax revenues such as mining royalties, licensing fees, fines, and service-based levies. DRNOFLU ensures diversified income streams for public investment.
